British manpower at the executive and adminis- trative levels must not be allowed, as after 1918, to run to waste. The qualifications of experienced men are recorded, younger men have their potentialities assessed by tested methods; and any employer, large or small, may today confidently request his Regional Appointments Office to submit worthwhile candidates either to fill an existing vacancy or to develop and train for responsible work a few years hence (with Government financial aid in suitable cases).
