In addition the Home Secretary was pressed to omit altogether Regulation 87 of the Defence (General) Regulations, 1939, on the ground that it was quite unnecessary to make it a criminal offence to fail to produce a permit, licence, etc. So far as the Regulations coming under the Emergency Laws (Transitional Provisions) Bill are concerned, the Regulation does not appear to be necessary. For example, under Regulation 12, a person attempting to enter a protected place without a permit could be stopped from entering if he failed to produce his permit.
