2 (b) If the four countries would agree to reduce the quantities Million long tons. to be set aside for "carry-over" at the 30th June, 1946, to levels consistent with the minimum end of season, "carry-overs" set out in the International Wheat Agreement, the total quantity of wheat which could be made available for export from the four countries during the period under review would be increased to 25·63 III.—Movement Facilities. 3. Internal transport and port facilities in the four main exporting countries for the movement and shipment of grain are not unlimited.
