desirable to go a stage further than was then suggested, and to include a specific provision in the Bill merging all the non-county borough police forces in England and Wales with the county forces - following the recommendation made by the Desborough Committee in 1919. The total number of forces in England and Wales which would be affected by this provision is 47, of which 14 are already subject to amalgamation orders made under the war-time powers: a list of the 47 forces, with their 1939 authorised establishment and their 1931 population, is given in Appendix A.
