-2- (6) I, therefore, favour a policy designed to redress the balance in favour of the small man, while at the same time taking all possible steps to economise in transport and man power. I have, therefore, initiated discussions with other Departments and with the trade interests concerned on the following five lines of policy. (a) Labour. The Minister of Labour's requirements for more man power from retail distribution can, I think, be met by drawing labour chiefly from the larger shops. (b) Requisitioning.
