MR. KIRKPATRICK said that whilst of course it was not suggested that the Service Departments should be prevented from issuing special communiqués in particular cases, the whole basis of the omnibus communiqués would be cut away if it became the practice to rob them of all sensational or interesting pieces of news with a view to issuing these in special communiqués. If the omnibus communiqué was to be sufficiently interesting to fulfil its purpose it was most desirable that all news should be issued in this way except in the most exceptional circumstances.
