SECRET 3 A Brief Report of the Soviet Guided Missile Programme 1. The following summary is based on detailed studies which have recently been completed. It gives a digest of the major factors which compose the Soviet guided missile programme and sets forth certain ideas and conclusions about that programme which have resulted from the deliberations of the originating study group. These conclusions are necessarily based on several assumptions; both the assumptions and conclusions must be considered simultaneously.
