The time-table for the production of these important papers has allowed little time for preparation before the Working Group assembled or for thorough consideration of the completed reports by national staffs. We therefore support the recommendation made to the Standing Group by the Heads of the Working Group:(a) that SG.161/3 should be circulated to Commanders in the form approved by the Standing Group and that amendments suggested by the Military Representatives should be attached to it, but not incorporated until after due consideration by Standing Group national staffs as in (b) and (c) below.
