The documents cover the visit of the Lord Mayor of Sheffield to the Soviet city of Donetsk, with which the city is linked; arrangements for the delivery of rosebushes as a gift to the people of Donetsk; and correspondence sent between the two city leaders in conjunction with the trip. The file also includes a letter from Liverpool City Council to the city of Odessa informing of plans to sever links following trials of dissidents in the Soviet Union; proposals for an Anglo-Soviet town-twinning seminar to encourage the further development of existing links; and plans for study tours of towns involved in the twinning scheme.
