Much of the file is devoted to the ninth congress of the League of Communists of Yugoslavia, which took place in March 1969. Documents in the file include a report on Yugoslavia by a British politician, Eldon Griffiths, emphasising the threat posed by the Soviet Union and the likely inability of Yugoslav forces to resist an invasion without assistance, as well as describing the country as showing "signs of becoming a post-communist society". Other documents in the file include a translation of a draft statute of the League of Communists of Yugoslavia, detailing changes in party organisation; and a report by the British ambassador in Belgrade, Sir Terence Garvey, describing Yugoslavia's political institutions as "strong contenders for the title of the most complex in the world".
