2. INTELLIGENCE FOR THE OFFICE OF THE CHIEF CIVIL AFFAIRS OFFICER. BRIGADIER BENFIELD drew attention to the fact that the Officer at present acting as Deputy Chief Civil Affairs officer was also Commandant of the War Office School for training Officers to deal with questions of civil administration under Military Commanders at a later stage in the war. This duplication of function seemed to be open to some objection on security grounds. In his capacity as Head of the Civil Affairs organisation he required and asked for a considerable volume of Secret Intelligence which it was highly undesirable should be made available to the students at the School for which, in his other capacity, he was responsible. THE SUB-COMMITTEE:- Agreed to give further consideration to this matter in one week's time. 3. JAPANESE SHIPPING LOSSES. THE SUB-COMMITTEE had before them a Minute by the Secretary (JIC/418/43 dated 4th April, 1943) covering a copy of a telegramx from the Director of Military Intelligence in India to the Director of Military Intelligence, suggesting that it was desirable that an organisation be established for reconciling estimates of the Japanese shipping situation and of shipping losses, and alleging that no such reconciliation on an Inter-Allied basis at present existed and that estimates widely differed. THE SUB-COMMITTEE were informed that in fact the discrepancies were not considerable, save in respect of Japanese shipping losses. These, however, were due to American claims of sinkings which we were quite unable to accept. THE SUB-COMMITTEE:- (1) Invited the Director of Naval Intelligence to draft a reply to the above telegram and to seek his colleagues' agreement thereto: (ii) Instructed the secretary to arrange for the despatch of the telegram as finally agreed. x44631/1 cipher of 1st April. -2-
