will amount to approximately 110,000 regular workers, and at least 50,000 casual workers. A more detailed estimate of the numbers of workers likely to be wanted by farmers if such workers were available is now being obtained through County War Agricultural Executive Committees. To meet the deficiencies the Agricultural Departments have already taken a number of steps which are described in the appendices to Paper No. F.P. (M) (40) 25. These measures are not expected, however, to produce more than a relatively small proportion of the additional labour estimated to be needed.
