218 THE INDUSTRIAL REVOLUTION OF 1946 — No. 6 The national duty of MAKING DO In the momentous drive now being made for increased production of every sort, only the utmost adapt- ability and ingenuity can enable Industry to overcome its difficulties of scarcity—shortage of labour, shortage of materials, and—the root difficulty—shortage of coal. To raise the standard of fuel efficiency—to make less fuel do more work—is now the paramount need in every plant. New production must be handi- capped—may indeed be crippled —unless it is planned to the most up-to-date conceptions of fuel usage.
