We need only rob it ANY of power: turn on our electric fire, or keep on our electric water heater, at the "peak" hours, when there isn't enough current to go round. Then there may well be a cut and the factory may be "blacked-out." NO ROOM FOR HOMES AND INDUSTRY ON THE PEAK SPREADING THE LOAD STOPS SHEDDING THE LOAD It isn't a matter of not enough coal, but of not enough power-houses.
