As Lord Curzon is aware, the policy described in the Tote to the German Ambassador of the land September 1922 was adopted, with the concurrence of the Governments of the Commonwealth of Australia and New Zealand, as a common policy for Mandated Territories generally and was communicated to the Japanese Government, who had asked for guidance in dealing with concessions in the territories mandated to Japan (vide your letter C 15468/2558/18) of the 12th August, 1921 and previous correspondence).
