Basis of Retail Prices under the Meat and Livestock Control Scheme. Memorandum by the Ministry of Food.

151 5. There has been a good deal of adverse criticism during the present war against the "pooled" article which frequently accompanies the institution of control. In the meat scheme at the cost of overcoming considerable administrative difficulties an attempt is to be made to meet this criticism by preserving differential qualities although, of course, on a much smaller range than in peace time. Those concerned with the Retail Trade support this arrangement but it should be recognised that, whilst designed to meet consumers' interests, it may in practice work out in rather a different way.
