IV Limitations 8. There are very definite limits in any case to the extent to which production can be stimulated and directed by the use of the instruments indicat### in Section III above in order to achieve the objectives indicated in Section II. 9. Total food production can be geared up by ploughing up grassland and general improvement in farming efficiency. 10. The aggregate amount of food which can be produced depends fundamental however, on the resources available - the area of land, soil fertility, labour, machinery, fertilisers, farm equipment, (not to mention weather!) 11.
