It is manifest that in such circumstances Naval requirements in a future emergency would only be partially met, or fully met only at increased expense to the country's supply of food. This conclusion appears all the more inescapable when losses in the course of war are taken into account. In this war 360 trawlers, or approximately 24% of the pre-war strength, have so far been lost.
