CABINET LORD PRESIDENT'S COMMITTEE HILL FARMING (SCOTLAND) BILL Memorandum by the Minister of Agriculture and Fisheries In his memorandum (L.P.(45) 239) the Joint Parliamentary Under- cretary of State for Scotland asks for authority to proceed immediately ###th a Hill Farming Bill relating to Scotland alone, because of the possibility of completing the preparation of a final draft of the Bill lating to the U.K. for introduction before the Christmas recess. While I fully share the Parliamentary Under-Secretary of State's sappointment at the delay that has occurred in completing the draft of e Bill, I feel that I must warn my colleagues that, in my view, the troduction of a separate Scottish measure is not a satisfactory solution the problem.
