For the purpose of this examination, the following stages were used in formulating proposals for the revo- cation or retention of Regulations:- Stage A. - Cessation of active hostilities in Europe. Stage B. - Cessation of active hostilities in other theatres of war. Stage C. - End of limited period (say, six to twelve months) after B. Stage D. - End of transitional period between war and peace (having regard particularly to economic conditions). Category E. - Measures to be considered for permanent retention, distinguishing between (a) war measures which should be continued in force until embodied in whole or in part in permanent legislation, and (b) war measures which should be brought to an end at some stage, but noted for introduction into permanent legislation at some convenient opportunity.
