as a maximum 331/3% of the cost should be given by way of grant and 56% by way of loan. The applicant would therefore have to find a minimum of 10% from other sources. In the case of persons desiring to enter the industry, preference would be given, as in the Herring Industry Act, to men who have previously been engaged in the inshore fishing industry and men who have served whole time in the Armed Forces of the Crown or in the Mercantile Marine. 5. While a close estimate of the cost of such a scheme is not possible, we do not anticipate that the total assistance by way o### grant and recoverable advances would, ever a five years period wh### night, if necessary, be extended to eight years, exceed £500,000 and £800,000 respectively.
