We have considered whether the next steps should be to arrange for a series of conferences with organisations and associations which can be regarded as representing the employers and workers concerned, but we have come to the conclusion that the better plan would be to appoint a Departmental Committee to take evidence and present a Report. The Bill will affect a wide variety of persons, including small shopkeepers, employers of all types occupying "offices" of different kinds and premises other than offices used for non-industrial purposes Many of these people would not feel themselves to be represented by any of the associations who could be invited to conferences.
