THE FUTURE ALLOCATION AND USAGE OF PAPER FOR PRINTING PURPOSES DURING THE PERIOD OF THE WAR Memorandum by Mr. Arthur Greenwood, M.P I have been giving consideration to the paper situation, more especially from the point of view of (D) and (E) below, with a view to the conservation of paper, labour, transport and distribution. As I see it there are five categories into which paper can be allocated - (A) The primary use is the construction of War material of various kinds. (B) Packing material (C) News print (D) Periodical publications (E) Books As far as (A) is concerned it is obvious that the Ministry of Supply must demand whatever it thinks necessary for the War effort.
