FUTURE STRUCTURE OF EMERGENCY LEGISLATION Memorandum by the Chairman.

Position at Stage A 3. Two main questions arise in respect of Stage A, namely:- (1) whether it will be necessary to modify the Emergency Powers (Defence) Acts in order to include among the purposes for which Defence Regulations can be made some such purpose as the relief and rehabilitation of Europe; and (2) whether it will be possible to retain the powers conferred by the Emergency Powers (Defence) Acts (as so modified) for any appreciable length of time after Stage A. A. As regards (1), the answer appears to be that some such modification will be necessary.
