towards the cost of this scheme is included in the provision made by Clause 3(2) for the payment during the next five years of grants not exceeding in the aggregate £250,000 towards approved expenses of the Board; (b) power to arrange for the refrigeration and processing, whether by persons engaged in the industry or by the Board, of such proportion of herring catches as the Board consider expedient with a view to providing supplies of herring of good quality throughout the year and meeting temporary or seasonal conditions detrimental to the industry.
