###ce ###. ###HING ###SS The Committee had under consideration a Memorandum by the Home Secretary and Minister of Home Security (L.P.(42) 216) regarding the allowances paid to fire watchers at business premises. THE HOME SECRETARY reminded the Committee that when the Government desired, in the summer of 1941, to tighten up the arrangements for fire watching at business premises, it was decided that standard rates of subsistence allowance should be prescribed, and that the cost of defraying those allowances should be transferred from the employer to the Exchequer.
