-2- At the same time an application was made to the Production### Executive asking that the Ministry of Labour should be given discretion to withdraw ex-underground miners from semi-skilled and unskilled employment in the exempted industries where tha### step was considered necessary in order to make up the distric### quotas. While this was conceded in three areas, the list of exempted industries was increased and it was laid down that i### no case should skilled men be withdrawn from establishments working for the Production Departments except after consultati### with the Department concerned followed by arrangements for replacement.
