(5) Reinstatement rights will not be confined to persons called up under the National Service Acts, or called out under various Reserve Forces Acts, as at present, but will be extended to volunteers for the Armed Forces and equivalent women's services. It is considered that this extension of scope is called for on equitable grounds and to avoid most serious anomalies; it follows the practice in the United States and Dominions. It is most strongly supported by the Service Departments. It will clearly go some way to reassure volunteers in the Forces who may have to be retained on active service after partial demobilisation has begun, and the Admiralty attach particular importance to this aspect in its relation to the Japanese War.
