given to me; but I would urge that since such action would be a direct interference with management it had far better be taken by the Production Department concerned, as in any other case where wrong methods of management are involved. 8. I suggest, therefore, that any specific recommendation with regard to Trade Union recognition made by a Court of Inquiry should be immediately examined jointly by my Department and the Production Department concerned and subject to the result of such examination it should be the responsibility of the Production Department to see that the recommendation is carried into effect, if necessary by compulsion.
