Force is, in general, a highly technical Service, there will be stronger emphasis on vocational and technical training. 3. I think the time has now come when an announcement of a general industrial training scheme as part of the resettlement plans should be made, and I ask for authority to make a statement on the lines proposed in the appended draft. I propose that the scheme should be open to men and women released from the Armed Forces and also to workers released from other work of national importance.
