(e) There have been continued reports of large scale dumping of military stores and equipment in Bulgaria. Although this build-up cannot be entirely accounted for by the maintenance and re-equipment needs of the Soviet and Bulgarian forces, we consider it unlikely in present circumstances that it has any offensive purpose. Our total for Soviet forces in Bulgaria remains at 160,000. (f) As a result of a re-estimate, our total of Soviet forces in Yugoslavia and Albania is increased to 6,000 from 3,000, though we still consider there are no Soviet formations in either country.
