3. FACTORS AFFECTING THE SITUATION TO-DAY We fully endorse the covering note of V.A.C.B.N.F.G. at Appendix 'A', the main points of which are summarised as follows:(a) The whole field of scientific and technical endeavour is probably covered by the Russian activities under discussion. (b) There is a growing tendency on the part of scientists and technicians to lose interest in the British and U.S. Zones owing to the prospect of both physical and mental starvation. (c) The Russian methods of dealing with scientists and technicians are highly efficient.
