COPY SECRETARY JOINT PLANNING STAFF In their report concerning intelligence affecting future commitments in Europe and the Middle East+ the Joint Intelligence Sub-Committee concluded in paragraph 11(a) which concerns the position in Germany, that:"Our security liability in Western Germany is unlikely to decrease before the summer of 1946. Thereafter unemployment hopelessness and exhaustion of savings and stocks of consumer goods may cause certain classes of the population to become a potential focus of discontent and thereby increase our security commitment".
