The Arabs:(a) Will see in the recommendations the most severe setback to their expectations since the sterile findings of the Royal Commission and their reaction can be expected to be correspondingly strong. (b) While they are assured that there will be no Jewish state, they are equally told that there can be no Arab state and the provisions regarding immigration present them with the possibility in a measurable time of a Jewish majority in Palestine. Nor will the denial of the Jewish state give them any confidence since they will set no finality in the recommendations and are fully aware of the power exerted by Jewish pressure in the Arab world.
