General Situation in China Memo. by the Director of Intelligence S.E.A.C.

1 Sep 1945

6. In September, after repeated refusals, MAO TSE TUNG, the Communist leader, finally agreed to go to CHUNGKING to discuss the situation with the Generalissimo. These discussions resulted in a measure of agreement, but two vital problems (a) The control of Communist military forces, and (b) The administration of Communist dominated areas still remain unsettled. COMMUNIST STRENGTH 7. The total strength of the Communist armed forces has been estimated at between 500,000 and 550,000. Although some arms have been secured from the Japanese it is probable that the Communists are still inadequately equipped.
