14. The Chinese Communists are not a political party in the usual sense nor are they what is usually understood by the word Communists. They have their own administration and army, and control large areas of North China centering on Yenan in the Province of Shensi. Their forces were until recently, also powerful around Shanghai. They are autonomous and could form an administration capable of governing China. 15.
