3 J.I.C., but the I.S.(O.) was able to carry out much useful work within the general J.P.. (41) 1116 (0), terms of its foundation and within the framework of a Questionnaire C annexed to a J.P. Paper entitled " Intelligence for Planning." The duties of the I.S.(O.) 31st Dec, 1941. were twice defined in J.I.C. Papers before reaching an established form in May J.I.C. (41) 491 J.I.C. and 1942 but the " Charter " laid down at that date has remained more or less valid up to the present time, and forms a good peg upon which to hang the general activities of I.S.(O.).
