With reference to the preparation of a Combined Paper being undertaken shortly on the lines of JIC(44)66(0) it is evident that the United States agree that Hitler's primary concern is to defeat OVERLORD, but that they consider that he will take very grave risks elsewhere in order to ensure this. 2. JIC(44)66(0) holds the view that dispositions in the west have already been decided on and that if such forces as are allotted are found after the operation is launched to be insufficient, certain extra divisions might be brought in from elsewhere during the ensuing two months.
