7. By the same token, it is always possible that the Germans will resort to the use of gas when they themselves are sorely pressed. It was considered possible* that gas might be used in the early stages of OVERLORD, and such a situation would recur on the imminence of a decisive break-through into the Reich, either from West or East. When this occurs, the use of gas by the Germans must be guarded against, and must be regarded as possible, even in the absence of intelligence indications. 8. The German army is, on the whole, thoroughly prepared, both actively and passively, for gas warfare, and the civilian population is being accorded a steadily increasing degree of protection.
