Communists have, in addition, greatly reduced the value of the military effort of the Central Government against the japanese. The strength and dispositions of Chinese forces are set out in Annex B. 9. The recent military emergency has had the effect of stimulating Chungking, now that the immediate crisis has passed, to make an effort to recover from the dangerous state of despondency and general deterioration in which it found itself at the time when the emergency arose. In this, American assistance, including the steps taken by General Wedemeyer to organise Chinese resistance, has no doubt played its part.
