ANNEX FRANCE 1. The absence of serious civil disorders in FRANCE up to the present time is due both to General DE GAULLE's prestige and power which have steadily increased since the liberation of FRANCE, and to the sense of responsibility assumed by the resistance leaders and the consultative assembly. The resistance movement is wholly behind DE GAULLE owing to his policy of reconstituting a government and an administrative machine which included their leaders, and it seems likely that the present government, in more or less its present form, will survive for some months to come.
