It is considered that the reductions would best be planned in two stages, each involving a cut of 25,000 men, and that the proposals should be based on the following assumptions:(a) "OVERLORD" has been successfully lanuched and the anti-aircraft units of 21 Army Group and United States Army are no longer available for deployment in support of Anti-Aircraft command. (b) The threat of air attack on the United Kingdom, especially to the North and the Midlands, has diminished. (c) The threat from "DIVER" has disappeared.
