unconditional surrender of the German forces on their respective fronts in an orderly manner and if the time and place for this proposed meeting one notified beforehand, competent Allied officers will be sent to meet them. 6. As regards the request of the officers mentioned by Neurath for an assurance that they are not included among the war criminals, we suggest that he be informed that their names do not figure in the list of war criminals prepared by the United Nations War Crimes Commission. Before this statement is made, it will be necessary to ascertain whether these officers are regarded by the Soviet Government as war criminals, as the persons accused by them of war crimes are not included in the above mentioned list.
