7. There have been no signs of any large movement of war material by sea to the Biscay coast, and the volume of German shipping moving along the Channel and Biscay coasts has remained steady. 8. German divisions moved from France to Russia have been sent straight into battle after detraining. This and other evidence indicates that there are no free reserves on the Russian front. There are few, if any, formations in Germany which are suitable for offensive operations. Had there been any such formations available, they would have been sent to Russia, and the garrison of France not drawn upon.
