The Foreign Office memorandum annexed to J.I.C.(42)473 of December 8th last ("Indications of a German Collapse in 1918") shows, particularly in paragraphs 16 to 19, that in August and September 1918 we were far from correctly appreciating the full extent of Germany's weaknesses. On October 19th Field-Marshal Haig prepared an appreciation of the military situation for the guidance of the War Cabinet in which he reached the conclusion that the Allied armies had not the strength to finish the war in 1918.
