photographs taken at about 27,000 feet. The estimates of damage agreed to in the meeting, and here presented, are based only on damage actually visible in these photographs. There was general agreement that this represents an understatement owing to the certainty that there was some damage not apparent in the photographs. On this basis, the appraisal of damage has been made in two categories: 1) Long term damage, defined as damage which will require an average of six months for repair or replacement; 2) short term damage, defined as damage to plant and equipment which can be repaired or replaced within one month, which is additional to long term damage.
