APPENDIX 'A' D R A F T. Time Factor. The limiting factor in the occupation of N. AFRICA is the time taken to build up our forces through the three ports of CASABLANCA, ORAN and ALGIERS. Assuming that the initial assault is successful, it would not be possible, with the port facilities which exist, to reach a strength of 8 divisions in less than 3 to 4 months. This is the minimum force which is necessary to meet the two major threats by the Axis. (a) An attack against TUNISIA which requires the establishment in that area of not less than 4 divisions.
