(b) Documents at present available to the Secretariat of the J.P.S. but not to the J.I.C. and vice versa would be available to both without increasing distribution. Indeed it would even reduce it in cases where at present papers are distributed to each. (c) Proximity of offices would facilitate and reduce clerical staff and space and would save time in production of the final paper. (d) Accommodation of the Combined J.I.C. and J.P.S. in the Cabinet War Room which, with adjustment, should not be insuperable, would increase security.
