6. In all the circumstances, we conclude that it must be obvious that the operation for which this Force is being prepared is to be based on the port of disembarkation, and that it cannot be disguised that the Force is a reinforcement for possible operations in the area of disembarkation in certain eventualities. We do not consider that any definite cover plan is practicable, and we recom end that personnel in the main body be told that they are being held in readiness to go overseas as a strategic reserve, and full security arrangements should be made to prevent gossip.
