It is fair to take it as a fact that a downright and specific declaration on Turkey's part would have the maximum deterrent value which she is now capable of exercising. At the same time, we cannot see her in future being more open and resolutely unqualified in her declarations than she is today. Indeed, the reverse process is, we think, almost inevitable. Vacillation has been growing and will increase for as long as we are incapable of helping Turkey to implement the kind of brave promises which we encourage her to make.
